The warnings about user permissions should not apply if you set up the cvs repository as outlined in the HOW-TO document.
I had some problems checking in a new project with this add-in. The repository told me I did not have permissions to create a new project. I used jCVS to do the initial import and everything went fine. I was able to check the project out and make changes and check-in the changes.
